Frequently Asked Questions About the Minnesota Legislature

The heads of "departments" or "agencies" (other than military affairs) are known as commissioners. Heads of state agencies do not specifically have party affiliations related to their jobs since they are not elected. However, they are appointed by the governor—a partisan, elected official.

Commissioners are appointed by the governor, subject to confirmation by the Senate. If the Senate does not reject an appointment within 60 legislative days of receiving the appointment notice, the Senate consents to the appointment. Minn. Stat. sec. 15.066.
