The temporary rules of the Senate outline who is allowed on the Senate floor.
The only people admitted on the floor of the Senate Chamber are members of the Senate and House, constitutional officers, ex-governors of Minnesota, judges of the Trial and Appellate Courts, members of Congress, members of the press, and Senate staff. There are some exceptions made for past members of Congress or the legislature, House staff, members of other Tribal, state, provincial, or national legislative bodies, those who will provide the prayer or lead the Pledge of Allegiance, and a member's or staff member's minor children.
