Scott D. Pattison serves as the Executive Director of the National Association of State Budget Officers (NASBO) in Washington, D.C.
Founded in 1945, NASBO serves as the professional organization for all state budget officers of the fifty states and U.S. territories. NASBO collects data and publishes numerous reports on state fiscal conditions. The association also provides training for members and provides public officials, the media and citizens information on state financial management and budgeting.
Prior to coming to NASBO, Pattison served for four years as Virginia’s state budget director. Previous to serving as a state budget officer, Pattison headed the Regulatory and Economic Analysis section of the Virginia Department of Planning and Budget. He also served in a variety of capacities in the office of the Virginia Attorney General, including as Counsel. Pattison served on several boards in Virginia, including the Debt Capacity Advisory Board, the College Building Authority and the state’s Performance Management Advisory Committee.
Pattison began his career with the federal government serving in several positions at the U.S. Federal Trade Commission (FTC) in Washington, D.C., including as an Attorney-Advisor. He also briefly ran a small non-profit focusing on consumer protection issues. Pattison graduated Phi Beta Kappa from the George Washington University in Washington, D.C. in 1984 and received his law degree in 1987 from the University of Virginia, where he was inducted into the Raven Society.

Harley Duncan, Tax Managing Director, KPMG; Former Executive Director, Federation of Tax Administrators

Harley Duncan is the Tax Managing Director at KPMG. His primary responsibilities at KPMG include improving relationships with state taxing authorities, assisting clients in working with state tax agencies, keeping clients and firm members abreast of current developments and aiding the firm’s resource network.
Prior to moving to KPMG in July 2008, Mr. Duncan spent the previous 20 years as Executive Director of the Federation of Tax Administrators, the association representing the principal state revenue collection agencies in each of the 50 states, D.C., and New York City. He also served five years as Secretary of the Kansas Department of Revenue. Prior to that, he was the Assistant Director of the Kansas Division of the Budget. He has held positions with South Dakota state government, the Advisory Commission on Intergovernmental Relations and the National Governors' Association. Mr. Duncan received New York University’s Outstanding Achievement in State and Local Taxation Award in December 2006 and was awarded the IRS Commissioner’s Award in June 2008. He was cited as “The Most Influential Person on the Planet in State and Local Tax†by State Tax Notes in 2008.
Mr. Duncan is the author and co-author of a number of articles and papers on state and local taxation and public budgeting. He has recently published several articles on VAT and the coordination of a VAT with state and local sales taxes. His most recent work includes a paper developed for the American Tax Policy Institute on “Administrative Issues from the Adoption of a Federal VAT in Addition to Existing Federal and State Taxes†and a study entitled “Administration of State and Local Taxes on the Sale and Distribution of Beer†for the National Beer Wholesalers Association. He is a frequent speaker at state and local tax conferences and meetings.

Inez Wildwood, Chair, Governor’s Workforce Development Council

Inez Wildwood is the Manager of Talent Acquisition and Development for ALLETE, an energy company headquartered in northeastern Minnesota. She has been a leader in workforce development and post-secondary education initiatives at the local, regional and state level for many years.
Inez is currently Chair of the MN Governor’s Workforce Development Council; Vice-Chair of the MN Job Skills Partnership Board and Co-Chairs the MN State Energy Sector Partnership. Since 2008 Inez has also chaired MN FastTRAC, a Joyce Foundation Shifting Gears initiative to create career pathways with integrated support and accessible skill preparation for under-prepared adults. This year she was chosen to join the Executive Committee for the State Workforce Chairs at the National Governor’s Association.
Prior to joining ALLETE Inez directed an agency that provided employee assistance and organizational consulting services to 50 of the largest employers across northern Minnesota and Wisconsin. Over the past 30 years she has also provided consultation and training to a variety of community based organizations, specializing in board development and strategic planning.
Inez was a 2006 recipient of the Minnesota Vision Award for workforce and economic development. In 2009 she received the Trailblazer Award for Exemplary Business Leadership from the National Network of Sector Partnerships in Washington, D.C.

Peter Heegaard, Author, More Bang for Your Buck; Founder, Urban Adventure

Peter Heegaard, a Minneapolis native, began his business career in Minneapolis in 1960 with the Trust Investment Group of Northwestern National Bank of Minneapolis, which he headed from 1980 to 1986. He was the founder and former Managing Principal of Lowry Hill which is a subsidiary of Wells Fargo and the leading Twin Cities based asset management company exclusively dedicated to serving affluent individuals and their families. He retired March 31, 1996 to serve as consultant and community volunteer to several foundations and non-profit organizations engaged in strengthening community in Minnesota.
In 1997 he founded Urban Adventure, a Twin Cities based educational program that exposes young leaders in business and MBA candidates to our most challenging urban issues. This real world civics curriculum uses community agencies as the classroom. A key objective of the program is to illustrate to the community the potential savings from getting on the front end of solving such tough issues as rebuilding healthy neighborhoods and training people for living wage jobs. He also is editor of “An Investment Letter for Minnesota Philanthropists†a quarterly publication that demonstrates how selective well managed non-profit organizations provide a positive financial return to their local communities and State of Minnesota.
Heegaard is active in a wide range of civic organizations. He is a board member and immediate past Chair of Ready 4 K which advocates for enhanced early childhood education for pre kindergartners. He is on the boards of the Phillips Eye Institute Foundation, Northstar Foundation and the One Percent Club. He serves on and is past Co-Chair of the City of Minneapolis Empowerment Zone Governance Board. He is past Chair of the Charles K. Blandin Foundation and formerly on the board of the Gamble Skogmo Foundation and Wolf Ridge Environmental Learning Center. He is a past chair of the Minneapolis Foundation, Presbyterian Homes of Minnesota, the Hennepin County Library Board and the Legal Rights Center. He is a past President of the Citizens League and a former trustee of Macalester College, the Minnesota Council of Foundations and the Minnesota Medical Foundation. He is a former director of Van Dusen Air Incorporated, the M.A. Gedney Company and the Board of Pensions of the Presbyterian Church USA. Heegaard is a member of Plymouth Congregational Church and a former member St. Luke Presbyterian Church where he served as Elder.
His book entitled “Heroes Among US†was published by Nodin Press in September 2008. It covers the lives of eleven Minnesota social entrepreneurs who founded many of the leading regional non-profit organizations. In June of 2010 he was awarded the Degree of “Doctor of Humane Letters†from Augsburg College. He is a graduate of Dartmouth College and the Amos Tuck School of Business Administration. His favorite pastimes include fly fishing, hiking, cross country skiing and biking. Heegaard lives with his wife Anne in Minneapolis, Minnesota. They have three children and eight grandchildren.

Steve Rothschild, President, Invest in Outcomes

Steve Rothschild is the founder and President of Invest in Outcomes (IIO). IIO is a non-profit organization which developed the “Human Capital Performance Bondâ€, an innovative financing vehicle to both improve the productivity of state human service spending and to attract private investment capital for high performing non-profits. It became law and will be piloted in Minnesota.
Rothschild is also the Founder, Chairman and former CEO of Twin Cities RISE! , an anti-poverty organization that provides employers with skilled workers, primarily men from communities of color in the Twin Cities area, by training under- and unemployed adults for skilled jobs that pay a living wage. He is also an ASHOKA fellow.
Rothschild is also A Director of the Greater Twin Cities United Way, an Advisory Board member of the Hubert H Humphrey School of Public Affairs at the University of Minnesota, and a Director of American Public Media/Minnesota Public Radio.
Steve is the author of The Non Nonprofit: For-Profit Thinking for Nonprofit Success, (Jossey-Bass, a Wiley imprint) publishing in February, 2012.
Formerly, Rothschild was an Executive Vice President of General Mills, Inc., where his responsibilities included International Food Operations, various domestic divisions, and new business activities of the company. Earlier in his career at General Mills, he launched Yoplait, USA, a yogurt company, and was its first president. He earned an MBA from the Wharton School at the University of Pennsylvania.

Carolyn Parnell was appointed Minnesota State Chief Information Officer by Governor Mark Dayton on Feb. 1, 2011. As State CIO, Parnell will oversee OET’s delivery of services that improve government through the effective use of information technology and will lead the State’s IT consolidation efforts.
Parnell has led the following technology organizations as Chief Operating Officer for Information Technology Services for Minnesota State Colleges & Universities (MnSCU); Director of Information Technology at Minnesota Public Radio/American Public Media; Director of Networks and Data Centers at Fidelity National Information Systems; and Director of Networking and Telecommunications Services at the University of Minnesota.
Previously, Parnell worked as a child protection social worker. Parnell earned a B.A. at the University of Minnesota, Morris, in Sociology and Liberal Arts for the Human Services and an MBA from the Carlson School of Management at the University of Minnesota.

Tony Murphy, County Administrator, Beltrami County

Tony Murphy returned to his hometown of Bemidji in 2001 to serve as the County Administrator for Beltrami County, Minnesota. Prior to his current appointment, Mr. Murphy served seven years as the first City Administrator of Ashland, Wisconsin. He has also worked as the City Administrator and Assistant City Administrator/Economic Development Director for the City of South Jordan, Utah. Mr. Murphy began his career of public service as a Legislative Aide for the Utah State House of Representatives.
Mr. Murphy received a Master of Public Administration degree from Brigham Young University. He has taught public administration courses at Bemidji State University and Urban/Regional Planning at Northland College, in an adjunct faculty capacity.

Teresa Spaeth, Executive Director, Agricultural Utilization Research Institute (AURI)

Teresa Spaeth is executive director for the Agricultural Utilization Research Institute (AURI) and has served the organization for more than 13 years. In this senior leadership role, she is responsible for fueling strategic growth for a number of critical initiatives, including directing the Minnesota Renewable Energy Roundtable, which encompasses participation from more than 150 organizations. Spaeth’s accomplishments include developing and initiating programs that further innovation and entrepreneurship within key business sectors, especially agriculture. As an example, she spearheaded processes at AURI designed to assure best practices in innovation development and implementation including AURI’s Rural Innovation Network model.
Her other leadership roles include developing organizational priorities and SOPs for project development staff and laboratories, and leveraging organizational strengths. Spaeth’s work furthers AURI’s mission and vision, as well as program development and management. Her accomplishments in the publication of three nationally significant studies have been foundational and have lead to AURI’s being designated as the State’s first Venture Development Organization by the State Science and Technology Institute. Prior to joining AURI, she was a director for the Small Business Development Center at Bemidji State University.
Spaeth received a Bachelor of Science degree at DePauw University/Moorhead State University and a Master of Business Administration from the University of North Dakota. She is currently completing a Ph.D. degree in Educational Leadership with a focus on entrepreneurship and innovation.

Kim Nelson is General Mills’ Senior Vice President, External Relations, and President, General Mills Foundation. Kim oversees and coordinates the company’s relationships with key external constituencies, including policy makers, industry associations, and the media. In this role, Kim oversees Corporate Communications, Government Relations, Corporate Social Responsibility, the General Mills Foundation and Sustainability.
Kim has been a corporate officer of General Mills since 2000, with her most recent role being the President of General Mills Snacks Division. Her 22 year career spans leadership roles on a variety of brands including Hamburger Helper, Old El Paso, Cheerios, Wheaties, Yoplait, Nature Valley, and Chex Mix. She received her M.B.A. from Columbia University in 1988 and a B.S. in International Relations from Georgetown University in 1984.
Kim lives in Wayzata, Minnesota, and is married with two lovely girls (9 and 11 years).

MaryAnn Baenninger, Chair, Minnesota Private College Council; President, College of St. Benedict

Dr. MaryAnn Baenninger became the fourteenth president of the College of Saint Benedict in Saint Joseph, MN in 2004. Since arriving at the College of Saint Benedict, President Baenninger has led an $82 million dollar capital campaign to its conclusion and has overseen the completion of the Gorecki Dining and Conference Center and a major expansion of the college's award-winning Benedicta Arts Center. During Dr. Baenninger's time as president, the College has also achieved national recognition for its extensive study abroad programs and has risen dramatically in national rankings. Most recently the College of Saint Benedict was cited as one of only 13 "Up-and-Coming" liberal arts institutions by U.S. News and World Report, and recognized as a "Best Value" college by Fiske, Barron's, and Kiplinger's.
Dr. Baenninger earned her Ph.D. from Temple University, where she also completed her bachelor's degree in psychology, summa cum laude, Phi Beta Kappa. Prior to leading the College of Saint Benedict, President Baenninger served as a senior staff member of the Middle States Commission on Higher Education in Philadelphia, PA. An expert in higher education assessment, Dr. Baenninger edited Student Learning Assessment: Options and Resources and lectured widely on the topic. Dr. Baenninger served as professor in the department of psychology at The College of New Jersey in Ewing, NJ, Philadelphia University in Philadelphia, PA, and Washington College in Chestertown, MD.
Eric Kaler, President, University of Minnesota

Dr. Eric Kaler assumed the presidency at the University of Minnesota on July 1, 2011, Dr. Kaler previously served as provost and senior vice president for academic affairs and vice president for Brookhaven National Laboratory affairs at Stony Brook University in Stony Brook, New York.
Kaler received his undergraduate degree from the California Institute of Technology in 1978 and his Ph.D. in chemical engineering from the University of Minnesota in 1982. Before his appointment as provost of Stony Brook in October 2007, Kaler was a member of the faculty at the University of Delaware from 1989?2007. He served as chair of the Chemical Engineering Department from 1996 to 2000 and dean of the College of Engineering from 2000 to 2007. Kaler was named the Elizabeth Inez Kelley Professor of Chemical Engineering in 1998. He was an assistant professor and an associate professor of chemical engineering at the University of Washington from 1982 to 1989. Kaler has received many awards and recognitions for his research, including election to the National Academy of Engineering in 2010.
President Kaler and his wife, Karen, have two adult sons, Charlie and Sam. In addition to traveling with his family, Dr. Kaler loves to read the newspaper, watch baseball and play with his dogs, Mo and Lida.
Steven Rosenstone, Chancellor, MNSCU

Steven Rosenstone has had a distinguished career in higher education beginning with his summa cum laude bachelor's degree from Washington University and his master's degree and Ph.D. degrees from the University of California, Berkeley. He was professor of political science at Yale University until 1986 when he joined the University of Michigan to serve as professor of political science and program director in the Center for Political Studies.
Recruited to the University of Minnesota in 1996 to serve as dean of the College of Liberal Arts, Rosenstone earned a reputation as a visionary and effective leader. In recognition of his service to the University of Minnesota, he was awarded the McKnight Presidential Leadership Chair in 2004 and was promoted to Vice President for Scholarly and Cultural Affairs in 2007. Named chancellor of Minnesota State Colleges and Universities in February 2011 by the Board of Trustees, Rosenstone began his term in August 2011. As chancellor, Rosenstone is responsible for leading the seven state universities and 24 community and technical colleges that serve more than 430,000 students in 47 communities across the state.
Rosenstone is married to Maria Antonia Calvo, who holds a Ph.D. in political science from Universidad Complutense in Madrid, Spain. She is an adjunct associate professor of Spanish at the University of Minnesota. They have three children.

David Landis, former Nebraska legislator; Director of Urban Development, City of Lincoln, Nebraska

David Landis is the Director of the Urban Development Department for Lincoln, Nebraska, a 28 year veteran of the Nebraska Legislature, an award winning teacher and skilled negotiator in the public arena. Landis left the legislature in 2007 having passed 391 bills, the highest total in Nebraska history. Many were consensus measures forged by negotiation that brought contesting parties to agreement. Senator Landis brokered legislative agreements between labor and management, utilities and ratepayers, big banks and small banks, insurance companies and trial attorneys and other seemingly intractable foes. His legislation included a statewide network of mediation centers, a system for negotiated and administrative rulemaking in state government, extending the use of arbitration to resolve disputes and create the state labor-management collective bargaining system. His skill has been developed at training seminars at Harvard, MIT, Cornell, Pepperdine and the University of Illinois. Currently he teaches lawyers and graduate public administrators at the University of Nebraska College of Law and the Department of Public Administration. Landis has three times been the Best Teacher award winner at Doane College. Landis spent a year as a professor in the Community and Regional Planning Program at UNL’s College of Architecture and still teaches as an adjunct faculty member.
David is married to Melodee Ann McPherson, has two children, Matthew and Melissa, and enjoys music, theater and doing a radio show on the weekends. He graduated from the University of Nebraska with a B.A. (1970), Juris Doctor (1971), a Masters of Public Administration (1984) and a Masters in Regional and Community Planning (1995).

David Wilson is the managing director for Accenture’s State, Provincial & Local Government practice, leading a team of management and technology professionals dedicated to helping the public sector achieve high performance. Accenture’s State, Provincial & Local Government practice implements innovative Human Services, Revenue and Finance & Administration business and technology solutions for the full spectrum of public sector organizations, including agencies, municipalities and universities.
Over his last 27 years with Accenture, David has worked with numerous governments and universities to help them operate more effectively and efficiently, with a focus on back office transformation and shared services. In the current economic environment, David and his team are focused on introducing new capabilities for cross-jurisdiction collaboration designed to help fiscally constrained public sector entities restructure and reform their operations to do better with less.
David has authored whitepapers on shared services in the public sector, been a featured speaker on government efficiency and effectiveness at the Harvard Kennedy School, the National Association of State Auditors, Controllers and Treasurers (NASACT), the Association of Government Accountants (AGA), the National Association of State CIOs (NASCIO) and Oracle OpenWorld, and has been quoted in government industry periodicals such as Government Technology and Public CIO.
David resides in Minneapolis, Minnesota and is the co-director for Accenture’s Minneapolis office. David sits on several community boards, including the Guthrie Theater, the Minneapolis Downtown Council, The Minneapolis Downtown Improvement District and the Trust for Public Land Minnesota Advisory Board.

Mark Howard is the North American lead for Accenture’s Public Services Administration Industry practice. He has spent the last 16 years consulting with state and local governments and higher education institutions on a variety of transformational work including benchmarking, shared services planning and implementation, business case development, budgeting, performance management, ERP implementations, chart of accounts redesigns, and broad administrative services process and organization redesign.
Mark is also a Senior Research Fellow at Accenture’s Institute for Public Service Value. He helped develop and has written and presented extensively on our PSV model. His clients in the US include cities, counties, states, special districts, universities, and federal agencies. Overseas, he has worked with the French Ministry of Finance and several United Nations agencies. He leads Accenture’s participation in the performance benchmarking program of the National Association of State Auditors, Controllers, and Treasurers (NASACT).
Prior to joining Accenture, Mark spent 10 years in city management in various roles with cities in Texas, Colorado, and Wisconsin. He has a Master’s in Public Affairs from the LBJ School of Public Affairs at the University of Texas-Austin, and a Bachelor of Arts in History from Northwestern University.
Matt Bailey is the Assistant Commissioner for Strategic Partnerships at the Minnesota Department of Administration. Matt provides direction on communications, legislative and outreach strategies for long range planning and reform efforts. His focus is leading, supporting and facilitating reform efforts that are relevant, measureable and promote efficiency in state government operations.
A native Minnesotan, Matt has a deep understanding of public sector financial and strategic challenges, with experience in both the public and private sector. Matt led the Governor’s Office of Management and Productivity in Pennsylvania, overseeing government reform efforts across the state. Matt also worked for the consulting firms of Deloitte and Accenture focusing on improving the efficiency and effectiveness of government operation. He received a B.A. in Government and Geography from Dartmouth College and a Master of Public Policy from the Kennedy School of Government at Harvard University. Bernie Donachie is a Senior Executive in our Supply Chain service line from our Atlanta office and his responsibilities include: leading Accenture’s North American Strategic Sourcing Practice, leading Accenture’s North America Public Sector Procurement Practice, and leading Supply Chain sales in Canada. He brings strong project leadership and advisory skills to projects. Prior to joining Accenture, Mr. Donachie was the Procurement Director for IBM Global Services and spent 17 years in IBM’s procurement organization.
Mr. Donachie is the project advisor on a strategic sourcing effort that has resulted in over $86M in savings to New York Department of Education and is currently the advisor and sourcing subject matter expert for U.S. Department of Health and Human Services that has identified $35M in annual savings for three commodities.

Jerry Friedman is the global director of strategic initiatives for the Human Services industry group in Accenture’s Health & Public Service operating group. Friedman has more than 40 years of public human services experience serving in leadership roles at the local, state and national levels.
Prior to joining Accenture, he was executive director of the American Public Human Services Association (APHSA) since 2001. Before APHSA, Friedman was the executive deputy commissioner of the Texas Department of Human Services and also served as the assistant secretary of Washington state’s Economic Services Administration in the Department of Social and Health Services.
He also previously served as deputy secretary, Office of Income Maintenance, Pennsylvania Department of Public Welfare; as director, Office of Children, Youth and Families, Bureau of State Children and Youth Programs, Pennsylvania Department of Public Welfare; and as director of Human Services for Dauphin County and Northampton County, Pennsylvania. He began his public service career in 1970 as a Parole and Probation Officer in Pennsylvania and is a graduate of the Pennsylvania State University.
Friedman is actively involved in numerous boards dedicated to serving families and individuals focused on health and public service issues including the Chapin Hall Center for Children at the University of Chicago. In 2010 was presented with the Lifetime Achievement Award by the American Public Human Services Association.

Antonio Oftelie is Executive Director of Leadership for a Networked World and a Fellow at the Technology and Entrepreneurship Center at Harvard University where he conducts research at the intersection of law, policy and technology, administers the Public Sector Innovation Award program, and runs the annual Shared Services Summit and Human Services Summit.
Mr. Oftelie holds a BS in Management and Ethics from Crown College and an MPA with a Business and Government Policy concentration from Harvard University — where he focused his studies on leadership, finance, and public policy at the Harvard Kennedy School, and on strategic management, technology, and innovation at the Harvard Business School.
