Charter Schools
Charter schools started in Minnesota in 1991 and over time the state’s charter school movement has strengthened. According to the Humphrey Institute Center for School Change, there are now 143 charter public schools in the state and enrollment has increased from 4915 ten years ago to 28,026 last year.
Like any movement, charter schools have raised issues. While charter schools offer valuable choices and opportunities, questions remain about some schools’ financial management and academic achievement. A 2008 legislative auditor's report noted, “As the charter school movement has grown, as there are more charter schools and as more students enroll in charter schools, we absolutely have to go back to the original legislation to acknowledge that growth and the issues that have bubbled up since then.”
Some states are moving toward more charter school oversight. Nevada, for example, is proposing an 18th school district—called the Nevada Charter School Institute—to oversee charter schools.
