MEETING MINUTES

Minutes: 15 March 2001

1. Call to order

Secretary of State Mary Kiffmeyer called the meeting to order at 2.30 P.M.

2. Minutes of 25 January 2001 meeting

The minutes of the 25 January meeting were approved as distributed.

3. Report of the benefits committee

Bill Mori discussed the two written products of the benefits committee: a narrative description of benefits anticipated from an electronic real estate recording system and a set of questions and answers on benefits. He asked that any suggestions for revisions be sent to either him or Bob Horton. Both documents can be updated as legislators raise more questions and issues in hearings.

4. Report of the legislative committee

Chuck Parsons said that the bill had not met with any problems so far in the hearings. Mark Monacelli noted that we should expect more questions about the pilot projects and especially their costs. He seconded Monacelli’s comments on the pilot projects, though, as he expects questions on those in the finance committees. The county recorders will address this. Jeanine Barker will compile some numbers. Gail Miller will be the contact and organize a group to put the case for the projects together. The proposed deadline to have this material together is 23 March.

5. Strategies for lobbying key legislators

Secretary Kiffmeyer said that she will contact representatives of the Taxpayers League to explain the bill and to gain their support. Bert Black suggested that all members of the task force should contact legislators, especially in the House, to make them aware of the bill.

Gail Miller will represent the county recorders in the next rounds of hearings. Chuck Parsons will be on vacation from 6-26 April, so either Chuck Hoyum, Marty Henschel, Susan Dioury or Dennis Unger will act as a spokesperson for the private sector during that period.

Carmen Bramante agreed to draft a letter of support for the project from Fannie Mae. Bert Black will contact the notary associations for something similar. Bill Mori volunteered to ask Steve Dahl if Deloitte and Touche would write a letter too.

6. Review of other tasks

Bert Black reviewed quickly the work plan, to note that it calls for current surveys of counties and states. Luci Botzek has the data from the counties and will forward it. Bob Horton suggested we also consider reviewing other types of electronic filing projects – e.g., in courts, the Patent Office or the SEC.

Horton and David Arbeit also mentioned contacting Dennis Fazio, of the Office of Technology, about plans for a state information architecture, as it will address similar issues and concerns as those of the task force.

6. Next meeting; schedule; agenda

The next meeting was scheduled for the afternoon of 24 May 2001, with the exact time and place to be determined. This would be after the end of the legislative session, so the goal would be to review the status of the project.

The meeting adjourned at 3.45 P.M.
