Minnesota Issue Guide
CORE: Minnesota Commission on Reform and Efficiency

This guide is compiled by staff at the Minnesota Legislative Reference Library on a topic of interest to state legislators. It introduces the topic and points to sources for further research. It is not intended to be exhaustive.

The Commission on Reform and Efficiency (CORE) was created by Gov. Arne Carlson and the 1991 Legislature (Laws of Minnesota 1991, Chapter 345, Article 1, Section 17, Subdivision 9). The commission's mandate was to recommend long-term actions for improving the efficiency and effectiveness of Minnesota state government. The 22 commission members appointed by the governor and the legislature were drawn from many walks of life and included leaders in business, education, and labor, as well as former public officials.

The commission surveyed government employees, interviewed agency management, heard comments from the general public and others impacted by government programs, sought advice from the academic community, and developed case studies of executive branch agencies. A number of reports were produced, each focused on a specific issue. A final report was published in 1993 with the issuance of, A Minnesota Model: Recommendations for Reorganizing the Executive Branch: Detailed Report.
