Combative Sports Advisory Council

Function:

The Combative Sports Advisory Council shall advise the commissioner on the administration of duties Minnesota Statutes chapter 341, including:

(1) Make and maintain records of its acts and proceedings including the issuance, denial, renewal, suspension, or revocation of licenses;
(2) keep public records of the council open to inspection at all reasonable times;
(3) assist the director in the development of rules to be implemented under this chapter;
(4) conform to the rules adopted under this chapter;
(5) develop policies and procedures for regulating mixed martial arts

History:

In 2012, the Legislature abolished the Combative Sports Commission and duties of the commission were transferred to the commissioner of labor and industry (see Laws of Minnesota 2012, chap. 278). The commissioner was directed to appoint a Combative Sports Advisory Council to advise the commissioner. The commissioner convened the first meeting of the council by July 1, 2012.

The Combative Sports Advisory Council was reviewed by the Legislative Commission on Planning and Fiscal Policy (LCPFP) in 2013 as part of their biennial duty required by Minn. Stat. 3.885 Subd. 11. The LCPFP's 2013 Recommendations called for keeping the council.

In 2023, the Legislature made changes to the membership of the council, reducing it from nine members to five.

Membership:

As of 2023, the council is composed of five members, appointed by the commissioner. Members must have knowledge of combative sports. The commissioner shall make serious efforts to appoint qualified women to serve on the council.

Previously, the council was composed of nine members.
