State Use Task Force

Active dates:1995 - June 30, 2003
Function: The joint task force was formed to explore additional methods that support the philosophy of providing a substantial market opportunity to correctional industries that maximizes inmate work opportunities. The task force shall develop a plan and prepare a set of criteria with which to evaluate the effectiveness of the recommendations and initiatives in the plan.
History: In 1994, the Minnesota Department of Corrections consolidated and centralized its individual facility programs into a single statewide business known as MINNCOR Industries. The goal was to increase efficiency and decrease reliance on the General Fund.

In changes to Minnesota's State Use Law, 1995 Minn. Laws Chap. 226, the Legislature required state agencies to purchase certain products or services from MINNCOR. (Note: this was later repealed in 1998 Minn. Laws Chap. 386 Art. 1 Sec. 2 Subd. 2). This legislation also established the State Use Task Force. 1996 Minn. Laws Chap. 408 Art. 8 Sec. 1 required the following: by February 15, 1997, the task force shall report to the chairs of the senate and house of representatives committees having jurisdiction over criminal justice funding. (see report below)

The task force was originally set to expire on July 1, 2000. In 2001, the Minnesota Legislature extended the expiration deadline to June 30, 2003. The Task Force appears to have been statutory removed in 2007 Minn. Laws Chap. 54 Art. 6 Sec. 2.
Membership: 16 members: Representatives from: state legislature and state senate, MNSCU, U of MN, MN League of Cities, MN Association of Counties, Administrators with purchasing responsibilities from the Dept. of Corrections, Public Safety, Finance, Transportation, DNR, Human Resources, Health and Economic Security.
