Governor's Commission on the Lottery

Function: The purpose of the commission is to make recommendations to Governor Perpich and the legislature on the structure and operations of a state lottery.
History: After several years of debate over the creation of a state lottery, the legislature placed the issue before voters in 1988. In the November 8, 1988 election with a 58 percent majority, voters approved the constitutional amendment to relax the ban on lotteries, which would allow a state-operated lottery. The next step was for the legislature to enact enabling legislation to set up a lottery before Minnesota could join 28 other states that had authorized lotteries.

The commission members met for the first time Monday, December 20, 1988 and planned to finish their business by the end of January. The nine commission members agreed to complete their work quickly so they could pass recommendations to Governor Perpich and the 1989 Legislature.
