Given the timing of the Legislature’s adjournment, Governor Dayton today signed Chapter 181, HF 4003, and returned it to the Secretary of State in order to ensure it becomes law according to the guidelines laid out in the Minnesota Constitution. This bill bars the Department of Natural Resources from enforcing permit conditions imposed on ground water permit holders within five miles of White Bear Lake.
