ST. PAUL, MN - Today, Governor Mark Dayton issued Executive Order 15-13, reassigning emergency management responsibilities to state agencies, and 15-14, requiring the State of Minnesota, and each state agency, to develop a plan for continuity of government (COG) and continuity of operations (COOP) in the event of a disruption of services.
Executive Order 15-13 directs each state agency to ensure that proper processes are in place to appropriately respond to a variety of emergency situations. These action items include preparing an agency specific emergency response plan, participating in interagency response planning and coordination, as well as recovery and hazard mitigation efforts.
Executive Order 15-14 states that the head of each state agency is responsible for carrying out COOP and COG functions that are prescribed to them. It also creates a Continuity Policy Coordination group, chaired by the Department of Public Safety, who will develop statewide COG and COOP plans, and oversee the development of agency specific COOP and COG plans.
These two designations were previously found in Executive Order 13-13. Separating them will simplify planning for addressing an emergency as well as ensuring that government is able to continue to provide vital services to the people of Minnesota.
