Commission on Judicial Selection Recommends Fourth Judicial District Candidates to Governor Dayton

Saint Paul, MN - The Commission on Judicial Selection announced today it is recommending six candidates to Governor Mark Dayton for consideration to fill the three current vacancies in Minnesota's Fourth Judicial District, which covers Hennepin County.

Phil Carruthers: Carruthers is currently the Director of the Civil Division at the Ramsey County Attorney's office. Carruthers served as the Speaker of the House in the MN House of Representatives while maintaining a private law practice. He is a board member of Project Remand and was a past president of the North Hennepin Mediation Program.

Katherine Flom: Flom is an attorney with Meshbesher and Spence where she specializes in plaintiffs' personal injury litigation. She previously served as an Assistant Hennepin County Public Defender and also clerked for Judge Porter. Flom is currently involved with the MN Supreme Court's Civil Justice Reform Task Force and has conducted pro bono work for Minnesota Advocates for Human Rights.

Martha Holton Dimick: Holton Dimick is Deputy City Attorney for Minneapolis. She previously served as the Assistant Hennepin County Attorney and was also an associate attorney in litigation development at Gray Plant Mooty. Holton Dimick is a mentor through the University of Minnesota Law School's mentorship program as well as a former member and chair of the Council on Black Minnesotans.

Lyonel Norris: Norris is an Assistant Federal Defender for the District of Minnesota. He has worked as a researcher at the MN House of Representatives and as an investigator for the City of Minneapolis. Norris is on the Board of Directors for the Heart of the Beast Puppet and Mask Theater and was a member of the Minneapolis Advisory Council on Disabilities.

David Piper: Piper is a Hennepin County Family Court Referee and Child Support Magistrate where he handles matters involving children and adults with special needs as well as juvenile, probate and family cases. He previously worked as a Pro Se Referee for Hennepin County while maintaining a private law practice. Piper is actively involved with the MN Lavender Bar Association and is a member of the Neighborhood Involvement Program.

Jacqueline Regis: Regis is a Senior Associate General Counsel for United Health. She is a former Assistant Attorney General for MN as well as a former Assistant Vice President at St. Paul Travelers Inc. Regis is a former president of MN Women Lawyers and has served as Co-Chair of the MN State Bar Association's Haiti Earthquake Relief Fund.

An announcement of the appointment will be made following a rigorous interview process over the next few weeks.
