Governor Dayton Signs Bonding Bill, Despite Serious Concerns

The Bonding Bill signed by Governor Dayton invests in essential infrastructure projects and will create good paying jobs throughout Minnesota

The Legislature invaded the Trust that funds the Legislative-Citizen Commission on Minnesota Resources projects, and siphoned funds from the state's Budgeted Reserve

 ST. PAUL, MN – Despite the Minnesota Legislature’s ill-advised inclusion of unrelated and unsound provisions, Governor Mark Dayton today signed the Omnibus Bonding Bill (H.F. 1226/S.F. 1219) into law, ensuring that important infrastructure projects throughout Minnesota may proceed. Governor Dayton also exercised his line-item veto authority to remove a $1 million grant for a new and unnecessary layer of bureaucracy to review the scientific work of the Minnesota Pollution Control Agency. Even though the Minnesota Legislature failed to provide adequate funding for higher education campuses, aging state buildings, and mass transit infrastructure, Governor Dayton ultimately signed the bill in order to avoid slowing progress on many deserving projects.

“I am signing this bill, despite my objections, because areas throughout Minnesota need the projects and the jobs, which it will provide,” said Governor Dayton. “However, the GOP majorities set an arbitrary, ill-founded, and woefully inadequate limit to the total size of the bill. It underfunds critical investments in higher education, state parks, and water infrastructure, and assures that those needs will become more urgent and more expensive in the future.” 

In addition to the Legislature’s failure to make adequate investments in higher education, mass transit, and other critical infrastructure, the Omnibus Bonding Bill creates an unfortunate precedent by subverting the Legislative-Citizen Commission on Minnesota Resources (LCCMR) process. The legislation adds projects that have not undergone LCCMR review, while draining $98 million from the trust fund to underwrite other projects. The Omnibus Bonding Bill further diverts $25 million from the State Budget Reserve for school safety infrastructure grants, instead of using the General Obligation Bonds to fund these essential safety improvements. Unrelated and Unsound Policy Provisions

The Omnibus Bonding Bill, which was unveiled in the final hours of the Legislative Session, includes a number of unrelated policy provisions inserted without any public hearings or review. These provisions will undermine the regional planning process in the Twin Cities metropolitan area, create a redundant wastewater permitting process, and interfere with the development of affordable housing throughout Minnesota. 2018 Bonding Bill Comparison

Governor Dayton’s original Bonding Bill proposal would have made urgently-needed investments to build world-class colleges and universities for Minnesotans, and improved and repaired state buildings and other critical infrastructure across the state. These urgently-needed investments also would have protected the state’s long-term fiscal health. The Omnibus Bonding Bill passed by the Minnesota Legislative under-funds higher education, maintenance of existing state buildings, water infrastructure, and other critical infrastructure. In addition, more than 20 percent of the bill is dedicated to earmarks, which are provided on the basis of political power, instead of merit.
