Commission on Judicial Selection Recommends Second Judicial District Candidates to Governor Dayton

ST. PAUL, MN – The Commission on Judicial Selection announced today it is recommending four candidates to Governor Mark Dayton for consideration to fill the current vacancies in Minnesota’s Second Judicial District. These vacancies were created upon the retirements of the Honorable Diane R. Alshouse and the Honorable James H. Clark, and will be chambered at Saint Paul in Ramsey County.
 
Todd Guerrero: Mr. Guerrero is an attorney at Kutak Rock, LLP, where he primarily represents energy companies in a wide range of legal and regulatory matters, including solar and wind project development, large energy facility permitting, land use, and appellate work. Previously, he was a partner at Fredrickson & Bryron, P.A., and at Lindquist & Vennum, LLP, Associate General at Otter Tail Power Co., and a judicial law clerk to the Honorable Joseph E. Salland, Second Judicial District. Mr. Guerrero is the President and Chair of the Minnesota Bicycle Alliance and is a board member and past Chair of the Legal Rights Center. 
 
DeAnne Hilgers: Ms. Hilgers is an equity partner at Lindquist & Vennum, LLP, where she handles cases primarily in immigration law. Previously, she was an adjunct professor at William Mitchell College of Law, a judicial law clerk to the Honorable Russell Anderson, Minnesota Supreme Court, and the Honorable Michael Kirk, Seventh Judicial District, and a reporter for The Forum in Fargo, ND. Ms. Hilgers is a board member of the Immigrant Law Center of Minnesota and a volunteer lawyer at The Advocates for Human Rights.
 
Anne Honsa: Ms. Honsa is an attorney at Honsa & Associates, P.A., where she handles cases primarily in family law. Previously, she was a partner at Honsa & Michales, P.A., a solo practitioner at the Law Offices of Anne M. Honsa, and an associate attorney at Doyle & Michales, P.A. Ms. Honsa is the President of the American Academy of Matrimonial Lawyers Minnesota chapter, Co-chair on the Leadership Committee of Minnesota Women Lawyers, and a Fee Arbitration Committee Member of the Ramsey County Bar Association.
 
Tim Mulrooney: Mr. Mulrooney is a judicial referee in the Family Court Division of the Fourth Judicial District Court. Previously, he was an attorney and shareholder at Henson & Efron, P.A., an Assistant Hennepin County Attorney, an Assistant Minneapolis City Attorney, and a judicial law clerk to the Honorable Richard B. Solum, Fourth Judicial District. Mr. Mulrooney is on the Civil Committee of the Hennepin County Family Violence Coordinating Council, founder and member of Limited Scope Pro Bono Legal Services Program, and volunteers as a mock trial coach for Capitol Hill fifth graders. 
 
Minnesota’s Second Judicial District consists of Ramsey County.
 
An announcement of the appointments will be made following an interview process over the next few weeks.
