St. Paul- As a sign of respect for the victims of the tragic shooting in Oak Creek, Wisconsin on Sunday, August 5, 2012, Governor Mark Dayton has signed a proclamation ordering all flags at state and federal buildings in Minnesota be lowered to half-staff from sunrise until sunset on August 10, 2012.
