Statement from Governor Dayton on Health Insurance Rates

ST. PAUL, MN – Today, the Minnesota Department of Commerce announced final rates that health insurance providers will charge for individual and small group health policies in Minnesota during the upcoming Open Enrollment period. According to the Commerce Department, Minnesotans who purchase their coverage on the individual health insurance market will see significant rate decreases in 2019, ranging on average from 7.4 percent to 27.7 percent. Minnesotans who buy their health coverage through MNsure may be eligible for additional cost-saving tax credits, averaging $7,000 per family.

“These significant rate reductions are very good news for the more than 155,000 Minnesotans who purchase their health coverage on the individual market. However, health insurance is still far too expensive for many Minnesotans and their families. Last year, over 349,000 Minnesotans went without health insurance, in part because prices are still way too high.
 
“The health insurance rate reductions announced today were achieved, in part, with a $543 million taxpayer-funded subsidy to health insurance companies. We cannot sustain, and Minnesota taxpayers cannot afford, to keep footing the bill for big insurance companies. We need a long-term, sustainable solution that will lower prices while providing high-quality health care options for all Minnesotans.

“That is why I proposed, and strongly support, a MinnesotaCare Buy-In option. The MinnesotaCare Buy-In would allow Minnesotans to buy the high-quality health insurance they need, at prices that are as much as 28 percent lower than other commercial health plans. I am disappointed that Republican Legislators strongly opposed this commonsense solution, and blocked the significant cost savings it would have provided for hundreds of thousands of Minnesotans.”
