Governor Dayton Announces Workers’ Compensation Court of Appeals Finalists

ST. PAUL, MN - Today Governor Mark Dayton announced four finalists for consideration to fill the seats of the Honorable David A. Stofferahn and the Honorable Debra A. Wilson, whose terms expired on January 5, 2015. 


Judge Joan G. Hallock: Judge Hallock is the owner, attorney, and mediator at Joan G. Hallock Mediation, where she facilitates settlements of workers' compensation cases for employees, employers, and insurers. Previously, she was a partner at Hansen, Dordell, Bradt, Odlaug and Bradt, PLLP, and a Workers' Compensation Judge at the Office of Administrative Hearings. Judge Hallock is a Commissioner of the Minnesota Amateur Sports Commission and a neighborhood coordinator for National Night Out.

Judge David A. Stofferahn: Judge Stofferahn is currently a judge of the Minnesota Workers' Compensation Court of Appeals, where he has served since his appointment by Governor Ventura in 2002. Previously, he was an attorney at Sieben, Grose, Von Holtum and Carey and an analyst and investigator for the US Naval Investigative Service. Judge Stofferahn currently serves as a volunteer reader for the Everybody Wins Program and a mentor at the University of St. Thomas Law School.

Deborah K. Sundquist: Ms. Sundquist is an attorney and shareholder at Aafedt, Forde, Gray, Monson and Hager, PA, where she serves as a trial and appellate attorney in workers' compensation litigation. Previously, she was a senior staff attorney for CIGNA Insurance and an associate attorney at Meagher Geer. Ms. Sundquist is the co-chair of the Workers' Compensation Committee for the Minnesota Defense Lawyers Association, and previously served as a JAG Officer for the US Army Reserves.

Antonio Tejeda: Mr. Tejeda is the current owner and attorney for the Law Office of Tejeda Guzman, PLLC, where he practices primarily in workers' compensation, social security disability, and veterans affairs appeals. Mr. Tejeda also serves in the Minnesota Army National Guard as a Staff Judge Advocate and previously was an attorney at the law firm of Anderson, Larson, Hanson and Saunders. Mr. Tejeda is a board member of the Juvenile Justice Advisory Committee and the YMCA of Kandiyohi County.

The Workers' Compensation Court of Appeals is an independent agency of Minnesota's executive branch. It reviews workers' compensation cases decided by compensation judges at the Office of Administrative Hearings and some cases decided by the Workers' Compensation Division at the Department of Labor and Industry.

An announcement of the appointments will be made following an interview process over the next few weeks.
