ST. PAUL, MN – The Governor’s Council on Law Enforcement and Community Relations today issued its final report, detailing its recommendations to help ensure greater trust, safety, and justice for all Minnesotans. Governor Dayton established the council in October 2016, to identify strategies to improve relations between Minnesota communities and law enforcement officers, review best practices, and recommend specific reforms.

The following is a statement from Governor Mark Dayton:

“I thank Chief Inclusion Officer James Burroughs and all the members of the council for their work over the last year to produce this report. It is essential that Minnesota’s law enforcement and criminal justice systems work for all Minnesotans, including both our law enforcement officers and the communities they bravely serve. I look forward to reviewing the Council’s recommendations, and urge Legislative Leaders to do the same, so that we may work together in the coming session to ensure greater trust, safety, and justice for all Minnesotans.”

The following is a statement from Lt. Governor Tina Smith:

“This report reflects strategies that are seriously needed to address the challenges we face in building greater trust and safety for both police officers and our community members. I thank the representatives of law enforcement and community organizations who served on the Council, as well as the many members of the public, who worked so hard to develop this report over the past year. I urge legislative leaders to seriously consider the recommendations included in this report, as we keep working to promote greater justice and opportunity for all Minnesotans.”

The following is a statement from James Burroughs, State Chief Inclusion Officer who served on the council on behalf of the Governor’s Office:

“I thank the members of the council for the work we’ve done together to develop these recommendations over the past year, as well as the many members of the public who made their voices heard at public meetings and listening sessions. Because of the many voices who have contributed to this work, the council’s final report reflects a set of recommendations from a broad range of views, to change the narrative and promote greater justice for all Minnesotans. I thank Governor Dayton for the opportunity to serve on the council over the last year.”
