Commission on Judicial Selection Recommends Fourth Judicial District Candidates to Governor Dayton

ST. PAUL, MN -The Commission on Judicial Selection announced today it is recommending three candidates to Governor Mark Dayton for consideration to fill the current vacancy in Minnesota's Fourth Judicial District. This vacancy was created upon the retirement of the Honorable Marilyn B. Rosenbaum, and will be chambered at Minneapolis in Hennepin County.

Michael Browne: Mr. Browne is the Director of the Office of Police Conduct Review for the City of Minneapolis, providing direction and management to the civilian oversight agency to the Minneapolis Police Department, which receives, mediates and investigates complaints of police misconduct. Previously, Mr. Browne was the Assistant Director at the Minneapolis Department of Civil Rights, the Legal Affairs Manager at the Minnesota Department of Human Rights, the interim Director of the Minneapolis Department of Civil Rights, and a solo practitioner. Mr. Browne is an adjunct professor at the University of St. Thomas, School of Law and a former chair of the Jordan Area Community Council.

Jill Oleisky: Ms. Oleisky is an attorney and partner at Oleisky and Oleisky, P.A., where she practices primarily in criminal defense work, as well as child protection matters, forfeitures and implied consent hearings. Additionally, she serves as a part-time public defender for the Hennepin County Public Defender's Office and volunteers as a judge for high school mock trial competitions. Ms. Oleisky is the former Chair of the Criminal Law Section of the Minnesota State Bar Association, is a member of the Hennepin County Criminal Justice Task Force, and the coordinator of the Everybody Wins Reading Program.

Paul Scoggin: Mr. Scoggin is a Senior Attorney at the Hennepin County Attorney's Office, where he serves as the team leader of the Property Crimes Section. Previously, he has served as a Division Chief of the Violent Crime Division and the team leader of the Appellate Section of the Hennepin County Attorney's Office. In 2009, Mr. Scoggin was assigned as an International Prosecutor in the Republic of Kosovo, and has previously served on the Advisory Committee to the Minnesota Supreme Court on the Rules of Criminal Procedure and as Chair of the Criminal Law Committee of the Minnesota county Attorney's Association.

Minnesota's Fourth Judicial District consists of Hennepin County.

An announcement of the appointment will be made following an interview process over the next few weeks.
