Goal:

Maximize use of a state-of-the-art human resource management system
      Fill vacancies quickly to ensure continuity of service to state agency clients and to hold down costs
     Hire 100% of competitive, unlimited classified positions through the multi-source system to ensure an effective and efficient system for both applicants and hiring managers
     Contain the cost of human resource services per employee lower than the industry average, allowing tax dollars to be spent on core services

Goal:

Achieve market-competitive compensation plans to ensure a skilled workforce of effective size
      Ensure the state workforce is representative of the protected groups within the state
      Monitor and use the voluntary employee turnover rate as an indicator that employers are being fairly compensated and productive

Goal:

Effectively administer a cost-efficient benefit program for the state and its employees
      State Advantage Health Plan annual rates of increase will compare favorably with relevant national benchmarks
      State Workers’ Compensation program will continue to have fewer paid claims per every 100 full-time employees compared to all Minnesota employers
      State Workers’ Compensation program will continue to have lower costs per $100 of payroll than Minnesota self-insured employers and all Minnesota employers
      Achieve and maintain 99% of employees enrolling through the Web for their benefits through the "Self-Service" online insurance and benefits enrollment system
